当時同藩文武総督であった小林虎次郎は「「学校創設による人材育成こそが敗戦国の復興にとって肝要である」との考えの下、長岡の四郎丸村にあった昌福寺の本堂を借りて、国漢学校の前身を発足させます。　その後長岡藩の窮状を察した支藩である三根山藩から米が百俵支米として届けられます。
困窮する藩士達は米の分配を期待しましたが、虎次郎は「国が興るのも、街が栄えるのも、ことごとく人にある。食えないからこそ、学校を建て、人物を養成するのだ」と主張して米を売り書籍や用度を購入して国漢学校を本格的に開校します。
これが有名な「米百俵」の話で小泉純一郎第１次内閣の所信表明演説で引用され当時すっかり有名になりました。小泉元首相はこのわかりやすい逸話を元に郵政改革を中心とする行政改革を推し進めて行きました。
残念ながら今ではその面影を探すことさえ困難な政治的状況にあります。
